The Hindrance Ordinance is one of the first ordinances that was made to limit the hindrance from business activities to the environment but also to neighboring residents. Together with zoning this is one of the most important instruments for government to regulate the hindrance that can be a consequence of these activities. F.e. if you want a garage in a rather residential area you can look at more regulations to limit the noise, or stop the noise between certain area's.
